The Create order button is shown on the CSD order list page next to the order filters button. Clicking this button will open an order creation wizard which will take you through a simple 5-step process to inject a new order into the system.

This Create order wizard is typically used in a call center setting to accept phone orders, but can also be used for testing purposes or to deal with customer service incidents where a new order needs to be created on behalf of a customer.
